The EU can retroactively levy anti-dumping duties on galvanized steel to Russia and Turkey

The European Iron and Steel Union (Eurofer) requires the European Commission to start registering corrosion-resistant steel imports from Turkey and Russia, because the imports quantity from these countries are expected to increase significantly after the anti-dumping investigation begins, and this increase is likely to be serious Weakened the remedial effect of anti-dumping duties imposed.
The European Steel Union’s registration request aims to impose retroactive tariffs on imported galvanized steel. According to the European Iron and Steel Union, such measures are necessary for “import volume management”. After the EU started an anti-dumping investigation on related products in June 2021, imported volume continued to increase. "

The total amount of galvanized steel imported from Turkey and Russia from July to September 2021 has doubled over the same period in 2019, and has increased by 11% over the same period in 2020 (after the investigation began). According to data from the European Steel Union, the amount of galvanized imports from these countries in August was close to 180,000 tons, but the amount in July 2021 was 120,000 tons.

According to calculations by the European Steel Union, during the investigation period from January 1 to December 31, 2020, Turkey's dumping margin is estimated to be 18%, and Russia's dumping margin is 33%. The union is convinced that if retrospective measures are not taken, the situation of EU producers will get worse.
Anti-dumping duties can be levied retrospectively 90 days before the possible implementation of preliminary measures (expected on January 24, 2022).
